Could it be Antartica? Maybe it's so difficult that no-one's even bothered to apply? The only listed 'permanent residents' are penguins!

Well there's Monaco

Easy if you want to retire otherwise you have to have a job with a monaco company or be accepted to start a business.

Since there's no Income tax or capital gains tax in Monaco there's a rather long queue!

Saudi Arabia? I had a temporary residency visa and even that was hard to get.
No taxation of any kind in Saudi ! no income tax, car tax, road tax,purchase tax, inheritance tax,VAT or any other tax. The government makes so much cash from oil no other income is necessary. Petrol 23 pence ( Yes 23p) a gallon.
