why not? people use it for reporting road conditions and all sorts of things, you can also follow people on twitter without being followed, many people like to follow celebs, politicians and so on

I have an account to follow certain people/groups but I have never tweeted myself nor do I ever intend to.

Each to their own. I have a facebook account to keep in touch with family all over the world.

I have a twitter account but I don't tweet. I follow local organisations and newspapers for up to the minute happenings, and a few interesting characters and organisations for links to articles which I would otherwise miss.

It suits me as I am often happy with snippets of info.
