I don't think anyone 'creates' organisations like this.

They are organic, they grow from a shared set of values, and eventually they become cohesive enough to become a movement and someone will think of a name, which will spread by word of mouth.

So I guess the sort answer is that the organisation was formed by a bunch of like-minded fundamentalists with a deep-seated hatred of Western ideals and philosophies, and like any extreme organisation formed for any reason, they become a magnet for the disenfranchised, the angry the psychotic, the obsessive belongers, and the downright nasty people in the world.
