A place should only belong to those who are born there

Up seems very idealistic and abandoning of reality and common sense. Although the final line seems right.

Down puts things in an unreasonably harsh manner but ignoring the hostile reasons stated, the implied truth that a nation is sovereign and can't be Lady Bountiful, comes through clear enough.
