According to Google, the word 'lowa' doesn't exist (other than as a brand name), so I'm guessing that might be a typo for 'Iowa'. However Iowa is a landlocked state, so it doesn't border the Atlantic Ocean. Therefore it's a bit difficult for me (or anyone else here) to work out what it is that you're seeking.
