Tinnitus per se doesn't affect the balance and the commonest cause of tinnitus has no effect on balance.
However.....tinnitus with other symptoms, vertigo or deafness might well affect the balance.

It is the person that is disabled and not the car, but the car has the badge displayed and not the person.
I have a blue badge and a vehicle. The badge is issued to me. My wife used to have her mother's blue badge for when she visited her in Musselburgh as my MIL did not have a vehicle.
Sqad, the badge can be used by the person it is issued to whilst using taxis or any vehicle. It is simply displayed in the vehicle - the badge is not issued to the vehicle.

When the disabled person uses a car it is the car that is showing the disabled sticker.
