Whether the outfit contravenes regulations is for the cabin crew to decide - and maybe the issue was not dealt with as tactfully as it could have been.
That said, I would suggest that the lady does appear to have over-reacted, but that is rather the way with so many platforms to air 'offence' these days.

The flight crew should have dealt with it sensitively (although it is difficult to know who to believe). I mean if they tannoyed "would the lady in row g with her knockers nearly out please put them away" I get she might be offended. One report says she was spoken to sensitively. So who knows. Of course their dress code guidelines are not clear.
But she comes across as a bit of an entitled idiot who is behaving a bit stupidly in a) dressing like that for a 7am flight in March so it does come across as slightly attention seeking and b) going to the media with it. "I was shaking". FGS suck it up, buttercup - you were asked to put a jacket on, not sacrifice your first born.

It does sort of depend whether she was sitting next to a stranger or family. I don't think she's indecent - it would be worse to smell bad in such close quarters. Planes aren't the warmest of places though, I'm getting cold just looking at her. So on that basis no, it's not appropriate for a flight - if I wore that on a plane I'd be freezing.
Looks like if it woudl to be sold by newlook instead of zara, it would be classified as a "bralette"
