You have to be a bit careful about what you mean by Global terrorism. I think these figures include events like Beslan so refer to global terrorism as terrorism around the globe rather than terrorism that is global in scope scuch as Al Qaeda.
Your definition is critical - if you were to include a state's terrorism on it's own citizens you'd have to include Nazi Germany, Stalin's purges the cultural revolution in China.
Generally these are not considered terrorism although their purpose was to intimidate and spread terror for political purpose - seems to not count if the perpertrator is actually in power
