How many people does it take on a census before a following is made an official religion?

Ah this is the wonderful old urban myth that if everybodi were to mark Jedi on the census form it'd be made an official religion.

I don't think anyone was ever actually fined for writing Jedi on their form. It was probably considered and rejected as too heavy handed
