Is there a number I can ring to report unsocial neighbours? they moved in 3 months ago, and have filled the front and back gardens with rubbish. thanks

if you phone up your local council....tell them you think you saw rats. the health and safety department will soon sort em out.
Phone the local council and ask for the environmental health department,they have the power to demand that the rubbish is cleared,if the people don't comply the rubbish will be removed by the council and the bill will be presented to the offending family.
That is only if it is causing a health hazard, so it depends what sort of rubbish it is.
My nephew has similar trouble with his next door neighbour but the trouble with reporting it to the council is that it is then recorded. Then if you want to sell the house, the fact that you have had trouble with the neighbours is on record.

Have you tried talking to the neighbours about the rubbish? Perhaps it is only temporary whilst they do some work on the house?
