In terms of municipal waste (household, schools, Local Authority collection/sweeping etc) you might be right, but approximately in terms of landfill.
60% Agricultural, construction & demolition waste, Industrial waste
27% Commercial waste
13% Household waste
About 75% of all our household waste goes to landfill, although some councils have this at 35-59%. The rest is recycled, composted or burnt. LAs are targeted with reducing this 75% by 75% by the year 2010.
Disposable nappies currently account for around 4% of all household waste (around 8 million per day), a percentage which is likely to increase as recycling rates for other waste streams go up. Real nappies are the only alternative to disposable nappies when it comes to waste reduction. The vast majority of disposable nappies will end up in landfill, where it will take approximately 500 years for them to decompose.
