What is it, as the closest I can find is the flag of Flanders?

The Scotland flag has a red lion rampant, not a black one.

The nearest, as far as I know, is the Belgian flag

No, the flag of Belgium has plain vertical stripes in black, yellow and red. I think it's the flag of Flanders.

Thanks for all the replies I guess it was the flag of Flanders.

I was just surprised to see quite a few of these both in the Albert Hall and in Hyde Park which made me think it must be something more local.
