Can anybody tell me the reason why Al Fayed is still refused a British passport

Allegedly because he fails to meet the Home Office's 'good character' test, due his (alleged) involvement in the 'cash for questions' scandal.

Yes I know Al Fayed has been shown to be a swivel eyed lunatic over the whole Dodi/Diana thing, but let's not forget the contribution he has made to the country.
