For a start those stats are for Asia and Africa two continents pretty well know for a lack of tolerance of
homosexuality and also in the case of African a continent know not only for inactive use of condoms but the positive rejection of them, hardly a good test case.
Secondly it's about infection rates not likelyhood of getting the infection based on sexuality. Importantly that report doesn't mention gender at all so not particularly relevant to R1Geezers point.
This data is a little older but I would imagine the trend is still generally the same....
