That is because those people WANT racists to exist ... they NEED them to exist.
The real racists are the people who hear a joke involving race, and shout "racist".
Some people see humour, and teasing ... others instinctively see racism.

I am jogging with JJ today. If a joke is funny it is not racial except to a racist.
We really need to loosen up a bit. As a Nation we've become so afraid of offending anyone that we're bending backwards to accommodate many ungrateful and demanding racists who play on Britain's generosity. (I suppose this is racist too) .

Racist jokes are safest (and best) told by a member of the race the joke is aimed at ... Woody Allen or Joan Rivers about Jews, Stephen K Amos or Reginald D Hunter about blacks, and so on. Finding these kind of jokes funny is (probably!) OK.
If you take delight at fun/abuse/stereotypes poked at a race by a non-member of that race, you're on much more dangerous ground ...

Jokes can have a racial element without being racist
One of my favourite Irish jokes is:
"Did you hear about the Irish boomerang?
It doesn't come back but sits around singing about how it would like to"
That's great because it leads people into thinking - here comes another mindless "the Irish are stupid stereotype - what's the answer a stick?"
and then it hits with a different Irish stereotype - with perhaps more than a degree of truth in it!
