'Jay-walk', as such, first appeared in print in 1917 in an American magazine, but the word 'jay' had been used to mean a simpleton - particularly a country-dweller (hick?) in town - for rather longer. As a rustic, he had no idea how to deal with traffic and was likely to cross the road whenever the mood took him...hence, possibly, 'jay-walk'.
