Does anyone know or have experience of exactly how easy or difficult it would be to relocate permanently from England to Dublin.

Easy. My OH's cousin has just gone back.
assuming you are British, ie EU, you just fill up the truck and go, easy peasy

If you're not going to an existing job I'd think carefully about it - Unemployments 14% there at the moment compared to about 8% over here:

You'll be required to obtain a PPS Number, which is the Eire equivalent of the UK National Insurance Number.

Once there, apart from not being allowed to vote in a National referendum, you'd otherwise have the same rights as any Eire citizen. As Geezer syas, 'Fill up the truck and go!'
Jake...I haven't been back for a while my my daughter is living there. She gets rent allowance which was applied for and granted the same day. She does work full time but is on a low income (only 18) She had a fall out with her Dad, found a house, applied for rent allowance and got it all within a week.

It might be a bit more flexible in the rural areas as everyone knows everyone.
