Nothing to do with any so called deity.
If you believe God exists then yes God created diseases as well as cure. God also forbids adultery, the main reason of spreading the disease, God also forbids alcohol and drugs, other reasons to go with the first reason, and finally Gods forbids people from putting other people’s lives in danger by any means possible, using dodgy equipment and needles is one of them.
Usually there are clear instructions about certain electrical equipments about not to use them in wet conditions. For example you must never use hair dryer while in the bath. However if you ignore the instructions and get electrocuted then do you blame the equipment or yourself?

The alternative is to have the view of the bereaved father in Leicester, which is that it was God will that they die at that very moment and would have done so anyway. Standard Muslim view that I find a bit hard to take.
