you would think so yes. they should. 

I read about this in Bill Brysons book A Walk in the woods.

I've heard about this before.

I think it would be a bit like trying to extinguish a volcano. Ie not possible. 

They just have to leave it burning.

Admittedly with no study at all, it seems to me that it's a seam of coal. Surely they could create some sort of culvert system to funnel water down there so over time rain etc or possibly a near by river could be diverted temporarily.

 

This youtube video explains how this disaster came about (man-made) and attempts to extinguish it (why it is so difficult to achieve).
