Evil is a perception. I don't believe that any soul is 'evil'. The actions of certain people perceived by certain people are named as 'evil'.
Those same actions, perceived by others are named necessary, understandable, inevitable, heroic.
No sane person will undertake acts which would be perceived as evil. All those who commit atrocities, either personal or state lead, are in the least mis-educated and mostly 'damaged' in some way.
That doesn't mean they should be permitted to act as they choose - they must be prevented from submitting all others to their 'warped' view of life.
People all over the world are subjected to widely differing experiences of society, justice, values, compassion and develop widely differing opinions of how to preserve 'what they know to be right!'
It's all about perception. And until we all perceive life in the same way there will always be judgements and acts perceived as 'evil'!
