Well you are very lucky if this is the first time you've had one of these. Even if you did have an account it'd be a scam/phishing email unless they address you ny your name. The headers will show an address that clearly isn't paypal- although some seem to have a close name -eg payal.com
Send doughtful emails to the paypal checking site ([email protected]) Is the site as far as I recall. They will confirm if it is genuine or fake.

I actually did set up a Paypal account 2 years ago but have never had the need to use it.Does it have any advantages over debit/credit cards?
Here is the paypal advice on reporting suspicious emails

^ you have to link your paypal account to a bank account or debit/credit card so that you can make payments.
When I first started a paypal account I used a prepaid debit card and that worked no problem. Useful if you don't want to give out bank details.
I have had around three of these scam PayPal emails over the last couple of weeks.
I just send them off on the Phishing option ( outlook ).

Yep, if the email does not address you by name it's a scam.
Paypal uses your card. It's allows you to trust them with your card details instead of every trader you use. When I first used them there was a time limit after ehich they insisted on some validation/confirmation and applied a limit. I know because it stopped me using Paypal for an eBay purchase and as a result I had to use a cheque and had my money stolen. But I don't know if they still do that idiotic dodgy practice, but 2 years from opening an account seems unlikely to me.
WHICH
Scam..and a poor one !
