It's definitely a scam. If you check the email address that the message came from it probably shows a Gmail account and the chances of Microsoft using Google to provide its mail servers are absolutely ZERO!
Further, the scammers couldn't even be bothered to match the fake IP address to the right country (which would have only taken them a second or two to do). If anyone actually has the 103.225.77.255 address allocated to them, they're in India, rather than in Russia.
