I'm back again. My opponent said as the cue ball and the red ball were touching it was a touching ball and I must play away. I did this but the red ball moved and he claimed four points off me. My point was that I had to hit a red and as I had moved the red I had hit a red and it couldn't be a foul. Who was right please.

Thanks methyl, you explained it well.
Why did you think you had to hit a red?

As methyl said, a touching ball means the white is already in contact with the red and all you have to do is play the white ball away, preferably to a position of safety
