How come Russia went out on the same points as Greece but a better goal difference? Does look odd in the table, I can't see why Greece finish ahead of Russia, thanks!

Until Spain scored late against Croatia tonight, Italy, Croatia and Spain were all on 5 points, but Italy had scored the least number of goals, had the worst goal difference and hadn't won head to head against either of the other two. . . . . yet they were top of the group, when by my reckoning they hadn't even qualified??
Call me a Luddite if you will, but I really don't get this.
Actually I do, insofar as I understand what is being said, but what is the point of playing a mini league over three games and then making decisions on the basis of one game? Russia were clearly ahead of Greece on goal difference and should, in my humble opinion, have gone through. If head to head is to be the arbiter then why not just have a knock-out competition?
