They were collecting the hammers.
Their sole purpose was to make people say "What were the remote control cars for that were running around in the middle of the stadium during the games?

These 39-inch-long miniature cars turned the Olympic stadium into something of a Scalextric track when they were used to carry shotputs, hammers and discuses from the field back to the athletes’ starting blocks. Each car, powered by a 10hp electric motor, is capable of carrying a load of up to 8kg and travelled an estimated 6,000 metres each day during the Games. The so-called mini Minis, operated by trained volunteers, can also hold two javelins.
