I think it's because a non-sectarian anthem was wanted for sporting events.

Irish rugby is all Ireland and the two anthems are only played at home games in order to represent the whole country.

Yes 'God save the Queen' seems totaly inappropriate at a football match. Football coming Home or Jerusulum would be a better choice.
