So , what was all that about with O'Sullivan putting his chalk on the table .

He could done that by looking down the table without the chalk; like he has done many many times before. All the other colours were spotted so it isn't like he needed it to compensate miss-spotted bork colours. Has there been an update (interview with Ronnie) to this story in the news?
No idea, the pundits seemed at a loss too. Perhaps that is why the referee let it go because he could not see what he was measuring either. May have been a bit of gamesmanship. Here is Ken Doherty talking about it:
