Because its much more comfortable and much easier for access to taking your leg off if you need to.

bednobs has it. Also, some double amputees find it difficult to put trousers on after they have put their prosthetics on, don't know if Billy struggles with it but I suspect he does because one leg was amputated well above the knee.
Thankfully, he can wear what he kin well likes.

I totally get your point, but I think there's more to it than just fashion. Billy Monger has been an inspiration to many, showing that you can still chase your dreams despite any challenges.
