Each side had a substitute in the 1967 Spurs-Chelsea final, but neither of them was used as there were no injuries.

Dennis Clarke of West Brom came on at the start of extra time in the 1968 final v Everton
The League Final of 1968 was the first time a sub was used.
Leeds Uniteds Rodney Belfitt was the first followed by Terry Neill of Arsenal in Leeds 1-0 win.
