What would happen if all the matches in a group were played an no one scored so all the matches were 0-0 or they were all draws. Its maybe never likely to happen but it could so i wondered if anythin was in place should it happen

This excerpt from Section 39. The drawing of Lots you are talking about is for determining which Team Plays in which Group and not about which Teams qualify from each when in the unlikely event all Teams finish equal.
2. The FIFA Organising Committee will divide the teams into groups by seeding
and drawing lots in public at the final draw that will take place in South Africa at
the end of 2009, whilst taking sports and geographic factors into consideration,
as far as possible. The host country, South Africa, will be seeded as team A1.
