If there is any "contact" now, the attacking player goes down like he's been poleaxed, and claims a penalty.

Isn't that the "Wenger Rule" ?

On the replays, then scrutinize the tackle for the teeeeeeniest bit of contact.

If there was even a hair's breadth of contact, the commentators go ...

... "Oh, aye, there was contact there ... that's a penalty!"
