Do you have another browser? I understand you are not alone and its an IE9 problem?

I do not have another browser so how can I uninstall IE9 without access to the internet ?
You don't want to uninstall it (you don't need access to the internet to do it anyway) sooner or later they will repair it. Contact your IP and ask them.
If you uninstall IE9, your machine will revert to using the previous version of IE.
You don't need access to the Internet to uninstall IE9.

Or you could always download Firefox onto a USB stick at whatever location you typed you question from. Then install FireFox from the USB stick onto your machine
Use firefox...faster and more secure than IE.
