Image resizer for Windows

My partner downloaded a piece of software that enables him to resize photos with a right click. The problem is he can't remember where he got it from. Anyone got any ideas where I can download it from. I think it is actually called Image Resizer but am having no luck with google. TIA

Does the top menu bar have a 'Help' option? If it does left-click on it usually brings up a menu with 'About [program name]' option.
This will usually give info about the program source.
