I had this message pop up on the computer, for the second time
and don't know what it means, can anyone advise

It's a UAC (user account control) prompt and as the intel matrix storage console is legit program I'd let it do it. it's probably due to a windows update.
The last time i did something that seemed legit, it crashed the computer, still don't know what it was, virus, whatever, but it never worked again.
I am not the most computer literate person on the planet, but i am always wary now of anything that looks suspicious.
You can check add remove programs (or programs and features on later versions of windows) in control panel and make sure you do actually have the intel matrix manager installed, as long as you do then it's a pretty good bet it's safe to click OK on the warning.
I'm guessing you have vista? this is one of the big gripes about vista, it constantly pops up warning messages that the worried the average user, in windows 7 the UAC was toned down a fair bit due to complaints (and the fact the constant prompting made a lot of people simply switch off UAC)
