Turning off computer

When I press the "Turn Off Computer" instruction at the bottom LHS the panel which normally comes up offering a choice Turn Off, Restart etc no longer appears. All I get is the egg-timer icon, and I have to switch off at the wall. Can anyone advise? Thanks.

Which OS are you using?

When you have closed down all applications and just before trying 'Turn Off Computer'. open up Windows Task Manager and see what applications are still running.
