If you buy from a manufacturer's website, the machines will have been refurbed to factory standards, although even then they can use secondhand components.
If you buy from eBay, or a corner shop, you may get something that's been cobbled together from secondhand spares.
In between, you get PC World and the like, who are fairly reliable, but who are capable of awfulness, such as you read in the magazines.

I've bought refurbished PCs from a company for both mk kids.
I particularly wanted Dell Lattitudes because they are business machines and so are a lot tougher metal shells rather than plastic for example.
they are also easier to change parts and the parts are kept as current stock a lot longer so you won't get told it's obsolete in a years time
