Can someone tell me why the blue arrows at the top of page have stopped
working and what I can do [insimple terms] to put it right?

No, it's a glitch, there are several threads commenting on this at the mo - it's not just you
Someone else is having this problem - do you mean the ones in the top left hand corner? If so, there is another question around with some answers.
In technical terms - "it's funiculared"

IE doesn't like something that AB has done with adverts

Use Firefox or Chrome - they seem to (just about) cope with it, although you may have to click several times to go back a page (or use the drop down history)
Just use the hosts file ... and it will ALL go away in ALL browsers.

sorry if I sound a bit thick, but what is a host file?
