Microsoft Access 2007/2010
My sister has a laptop with Windows & Microsoft Works. She does not have microsoft Access on it and now needs it run a database.
Where is the best and safe place to download and install this? Also is there anyway of getting this for free?

You haven't given any clue as to what she wants to use the database for. Access is not the only database software available.
OpenOffice is free and includes database software:

Although Access is known as a database it is actually a fully fleged application development platform with facilities for database construction. It has the ability to fully integrate with and automate the other MS Office components as well as Windows itself. It literally takes years of experience to fully realise its potential.
Base in Open Office doesn't even come close to what Access can do. However it might be enough to do what she requires if she just needs a simple database.
However if she is serious about database development then she should not waste her time on Base and get straight into learning Access.
