How Do I Synchronize Sound And Vision On My Pc?

I have recently had a new pc installed and find that sound and vision is out of sync, which is rather annoying. The sound comes a second or so before the mouth moves when I am trying to play anything back, such as TV programmes on BBC i-player or You Tube videos. Bearing in mind that I am not good with technology, does anyone know of a simple fix?

Is the problem consistent or does it come and go?
It sounds like a slow internet connection to me, or something slowing down the computer.
A trick that works for me sometimes is to pause the video for 10 - 20 seconds.
What are you watching videos on i.e. BBC iplayer or Youtube etc. and is the problem the same on all.
