Outlook Express 2003

I've just reinstalled outlook 2003 on my PC as I've had to reinstall windows 7. But when I've entered my details and did the email check outlook tells me there's something wrong with either username or password are wrong but there not help needed

At which point does it tell you that there's something wrong? Is it while setting it up or do you only encounter problems when trying to send (or to receive) email? Also does your email service require 'authentication' for outgoing mail and, if so, have you enabled it?
