It's a missing (or, more likely, corrupted) language pack file.
There are lots of websites that purport to offer you a way to reinstall it but it's probably unwise to trust any of them, as getting fake dll files onto your computer is one way that fraudsters use to bypass computer security systems.
First try fixing the problem:
Click Start
Type: CMD, from the results, right click CMD
Click 'Run as Administrator'
At the Command Prompt, type: sfc/scannow
Click Enter
Restart your computer
If that doesn't work, try running System Restore (to take your computer's registry back to a date when everything worked normally). You get to that from the Start button and then All Programs > Accessories > System Tools > System Restore.
