Ipad - Moving Pictures Between Folders

I have been trying to move pictures from Camera Roll (CR) to a new folder. However, I find that all I seem to do is to COPY the pictures; the original is still in CR whilst there is a copy in the new folder. If I then delete the picture in CR it deletes both copies and I am left with none. Where am I going wrong please?

You will always have all your pictures in camera roll. You can then make folders as you wish. You are not doing anything wrong that is the set up from Apple.
