Or is it to open a program on your computer? If so, have you tried the usual method of finding the program listed under 'All Programs' (or whatever Windows 10 now calls it), right-clicking on the entry and selecting Send To > Desktop?
You can create shortcuts for the various components of the Control Panel, open control panel by right clicking on the start icon, left click "Control Panel", when it opens right click on the component you want and choose "Create shortcut" Windows will tell you it can't create shortcut here, do you want to place one on the desktop instead, click "Yes"
Click the 4 panel windows logo on the bottom left or press the identical key on your keyboard. When the list of tiles comes up on the left, scroll through them and right click the ones you want.
When you open the program you want, such as Google Earth, right click on the icon in the taskbar and click 'pin to taskbar'. Then it will be there until you choose to unpin it
