Improving Screen Display In Windows 8.1 - Help!

I have lost something! When I set up my laptop from new (as I have bad sight) I set it up so that the icons on my desktop and in favorites and the titles on IE screen seemed to be 'highlighted' ie they seemed to have dark contrasted edges around them.
I believe I went into Control Panel - Ease of access?
On trying this again I was able to change the fonts/size but cannot get the highlighted icons back. Also I believe I went thru about 5 options of choosing from a written passage ending with the clearest.
Can anyone tell me how to get this all back?

If so, open 'Charms (i.e. mouse swipe top or bottom right corner of screen)' > 'Change PC Settings' > 'Ease of Access' > 'High Contrast'.
Or maybe 'Make the Computer easier to see',
- Right-click the Windows 'Start Button' (bottom-left corner screen)
- Control Panel
- Ease of Access Center
- Make the Computer easier to see > Make things on the screen easier to see
