IS IT, SO WHAT DO YOU SUGGEST

served me ok before, nothing but trouble with pc now after factory reset
I'm not in the least bit techy but know the first thing you must do is check the date and time on your clock is correct. Then restart browser.

Hope someone comes to your aid soon.

if your on windows 10 its now called Microsoft edge and actually well regard now
Even MS now have Edge (maybe for Win 10 only). But there's many others out there. Firefox and Chrome to start with.
I'm in the Firefox camp:
https://www.mozilla.org/en-GB/firefox/new/

However, if you're getting the IE message that a website has been blocked, it might be worth checking that the date is correctly set on your computer. If it's not, the security certificates issued by some sites might be seen as invalid, resulting in you seeing that message. (To check the date, simply hover your cursor over the clock at the bottom right of your screen. If it's incorrect, right-click there and select 'Adjust Date/Time')
