You use software to load it and save it with a greater level of compression. What size do you want to change it to ?
Free software, Pixresizer is a good one but there are many others out there
You could of course just use Paint to shrink it.

Is it for an avatar?
Irfanview deserves a place on everyone's computer:

It's primarily an image viewer which is about a zillion times better than the rubbish which comes with Microsoft but it can also do much, much more. Simply open your image in Irfanview and then go to Image > Resize/Resample, choose a suitable option and then use File > Save As to save your resized image.
Use Microsoft paint. Yes I know it's built into windows but will do the job.

What it is, im trying to set a picture as a Facebook cover, so Im trying to get the dimensions right. I used a few free online sources but cant seem to find them any use. All I know(or i think i know), the picture should be at least 4 MB ?

Any ideas on the correct dimension for a Facebook cover ?
The aspect ratio for a facebook cover is 851 pixels x 315 pixels - you can crop to any multiple (or submultiple) of this.

I use google picasa to do this with a 'custom' setting in the 'crop' function.
