XP restore question

According to this MS link http://www.microsoft.com/technet/prodtechnol/w inxppro/plan/faqsrwxp.mspx - only Administrators can access System Restore in XP - But the option of selecting System Restore appears (at boot up) before anyone logs in - so how does this work ?

This is because unless you limit the account in XP you are entitled to administrator privileges
This does not apply when using for example the recovery console from the XP CD where you need the password (if applicable)
