Yes, it is free.

They have spent five years developing it, hundreds of thousands of man-hours writing it and testing it, but have decided to give it away for free.

Vista will replace XP at the end of January 2007. There are a few versions of it http://www.microsoft.com/windowsvista/getready /editions/default.mspx
Personally, stick with XP until Vista's inevitable problems have been ironed out.
