i'm trying to insert pen and ink drawings into a book.
i draw - scan and insert a 3x3 inch into the book but its only about half the size that i want it.
how can i scan the image in its original size into my page or do i have to draw a pic twice the size before i try and inset it?

If you intend printing (litho or high quality digital) then you should be scanning at 300ppi at a minimum. If you scan at this resolution and the image comes out in your page layout smaller then you can resize the image in the page without losing resolution.
