My dad has tried to set up a wireless network that will allow him to access the web on his laptop via a pc which is connected directly to broad band. When I ask the laptop to connect it seems to havve a peer to peer conection, not a network connection.

You need to enable Internet Connection Sharing on the PC. If you google it you'll find loads of pages showing you how to do it.
Peer to peer is correct

google ad-hoc wireless connections
or look in the w/adapter's handbook

without a router you will connect using the (wireless) equivalent of a cross over cable - ie peer to peer
